Executive order 2020-06 was issued Thursday, March 19, 2020, by North Dakota Governor Doug Burgum. The executive order goes into effect Friday, March 20, at noon and will continue through Monday, April 6. The Executive Order does three things:

Alcohol cannot be included in deliveries, this includes deliveries by third-party source such as DoorDash and Uber Eats. Only establishments with an off-sale liquor license may include alcohol in their pickup orders.
Even though not specifically addressed in the executive order, businesses offering personal services cannot do so without compromising social distancing recommendations (6 feet distance). These types of facilities are strongly recommended to close or implement other strategies like restricting personal services, postponing appointments, suspending taking new appointments, discontinuing walk-in appointments and limiting contacts/appointments as much as possible.
The State of North Dakota is collaborating with local cities and local governmental agencies to enforce this executive order. In West Fargo, the West Fargo Police Department is responsible for enforcing the liquor licensing laws that are already in place. The City of West Fargo is working with other organizations to determine the exact enforcement policies that will be implemented.
Any order or proclamation by the governor pursuant to North Dakota Century Code has the force of law. Any person who willfully violates any provision of an executive order or proclamation issued by the governor pursuant to this chapter is guilty of an infraction.
